Cameroon: FEICOM Revenues Jumped by nearly FCFA 38 Billion in 2023

According to the annual report of the Bank of Decentralised Territorial Authorities of which Ecomatin had a copy, approximately FCFA 293 billion were mobilised during the aforementioned year compared to 255.8 billion in 2022, an increase of 14%.


In Cameroon, the Special Council Support Fund for Mutual Assistance, FEICOM,  reports having mobilised FACA 293.4 billion in revenue as of December 31, 2023. Year-on-year, this amount is up by FCFA 37.5 billion in absolute value, and 14% in relative value compared to the FCFA 255.8 billion collected a year before. According to its 2023 annual report, the public company exceeded the projections of financial resources to be collected during the period under review by 11.2%, i.e. a surplus of FCFA 33 billion. Which represents, according to the company, an achievement rate of 112.67%.

Concretely, 61.6% of the overall envelope was allocated to the Decentralised Territorial Authorities (CTD), i.e. funding of FCFA 181 billion. In detail, this public enterprise distributed FCFA 150.3 billion to them (directly through the equalization mechanism), and FCAF 30.7 billion was mobilised as the โ€œtotal amount of financial assistanceโ€. These resources allocated as a response to requests from the CTDs for their municipal investment projects, enabled the support of 233 projects in 8 regions of the country (Far North, North West, Centre, South West, Littoral, i.e. 7, 8 billion mobilised) and 173 municipalities (22.9 billion). These are mainly initiatives with a social impact, in particular: the construction and equipment of classrooms, development of health infrastructure, drinking water supply works, rural electrification, development of municipal roads and rural tracks, construction of bridges, opening up of production basins.

In addition, FCFA 45.4 billion, or 15.47% of the total mobilised, is allocated to FEICOM for its operation. The resources intended for the 4% special reserve account, and for the operation of Conafil/Codefil (consultation body placed under the authority of the Minister responsible for decentralised local authorities), amount respectively to FCFA 9.7 billion and FCAF 1 .2 billion, in addition to resources for other accounts, i.e. 8.5 billion.
